Paying for a VPN from Venezuela has one small irony worth clearing up first: the VPN providers do not exclude Venezuela, but local internet providers block many of their websites and card processors often reject Venezuelan connections. Installing the provider's app from Google Play or the App Store (or reaching the checkout with Proton VPN's free plan) usually solves both; after that, the remaining obstacle is the international card.

If the payment fails: check the VPN before trying again
VPN providers do not exclude Venezuela, but card processors often decline payments that come from a Venezuelan connection. If that happens, open the checkout again with Proton VPN's free plan connected, or subscribe inside the provider's app. If you see "card declined", "we could not process your payment" or an unexplained error, the VPN is the first thing to check, before the card.
Turn the VPN on before opening the payment page, not halfway through. If it already failed once, close the tab, connect the VPN and start over.

Servers and speed from Venezuela
Two different jobs, two different servers. For everyday browsing, connect to the closest location (Colombia, Panama, Miami) with WireGuard-based protocols to keep latency low. For registering or paying a service that does not operate in Venezuela, connect to the country that service accepts (usually the US or Spain) and keep that same country every time you log in; switching countries between sign-up and payment is the most common reason a card gets declined.

Getting the app when VPN websites are blocked
Proton VPN states on its own site that the Venezuelan government has blocked many VPN websites. Why is my payment declined when the card has balance?
Most of the time it is the VPN, not the card: payment processors reject connections from Venezuela or free VPNs with shared IPs. Connect a stable VPN before opening the payment page and retry; then check balance, billing country and whether international purchases are enabled.
