How does the PayPal fee work?

On commercial payments the fee is paid by whoever RECEIVES, not the sender (on personal transfers between friends and family, the sender pays instead). That is why, for an exact amount to arrive, you have to send a little more.
The standard formula is a percentage of the amount plus a fixed charge (5.4% + $0.30 by default).
Currency conversion is a separate charge that only applies when the money changes currency.
